Eight core relationships in manufacturing informatization

this paper mainly focuses on the eight main core relationships of these six participants:

core relationship 1: manufacturing enterprises and it manufacturers

manufacturing enterprises are the application subjects of manufacturing informatization, and it manufacturers are technology and service providers. There is no absolute relationship between the two. Leadership and cooperation are different in stages. For example, before the system goes online, it manufacturers dominate and enterprises cooperate, while after the system goes online, enterprises dominate and it manufacturers cooperate. Enterprises are not just simple system users. More often, they need to raise their own needs, make plans, and select systems. in the field of manufacturing informatization, the relationship between IT manufacturers and government departments has not been sorted out very clearly. Many people, including IT manufacturers and government departments, believe that it manufacturers are subordinate, government departments are superior, and it manufacturers should be subordinate to government departments. In fact, the relationship between the two is essentially a partner, and both sides are committed to serving the information construction of manufacturing enterprises

it is the lack of clear understanding of this relationship that leads to the lack of cooperation between IT manufacturers and government departments. For example, a local government organized a manufacturing informatization training, invited expert groups to give lectures, and application enterprises to exchange successful experiences, and gave experts lecture fees. For the experts from it manufacturers who are invited at the same time, there is not only no lecture fee, but also a certain sponsorship fee. The sponsor believes that it manufacturers are using the platform of government organized training for market promotion, while ignoring that it manufacturers are objectively promoting the development of enterprise informatization. In fact, many IT manufacturer experts talk about ideas, ideas and solutions in the training, and do not involve specific products. They just hope to improve the popularity and influence of individuals and companies through similar training activities. After being recognized by enterprises, they will finally settle in product sales

Another very important part of the relationship between IT manufacturers and government departments has to be mentioned, that is, the government's key research projects. Government projects are an attractive cake for many IT manufacturers. Naturally, government departments have more say, management and game rule-making power, while it manufacturers "degenerate" into willing subordinates

There are three types of key projects, including R & D projects independently completed by it manufacturers, application projects jointly completed by it manufacturers and enterprises, and industry university research projects jointly completed by it manufacturers, university research institutions and enterprises

from national ministries and commissions to provincial and municipal local governments, most of the research projects are monopolized by it manufacturers with college background. However, because of the identity of the manufacturer, most enterprises believe that they will only stand on their own position, driven by interests and lack of impartiality

how to change the embarrassing situation of expert consultants of IT manufacturers? A more effective way is for it manufacturers' expert consultants to participate more in the expert group organized by government departments or industry associations, which can not only give advice for enterprise informatization construction, but also ensure a certain degree of neutrality in the organization. From the perspective of the expert group, we should also take the initiative to attract more IT manufacturer experts with more practical experience. Of course, manufacturer experts should first maintain their impartiality and neutrality, rather than promote their own products

On the other hand, they also have more experience in industry informatization construction to make up for the lack of experience of IT manufacturers in some industries
